Abstract
This paper discusses the importance of pre-primary and primary education. The general requirement for the establishment of a pre-primary and primary school is in line with the Federal Ministry of Education. It also highlighted other human and material resources needed for the initial take-off of pre-primary and primary schools. It looked at how the schools could be financed and the procedures to be used in the registration of this category of schools.
